If it has been really hot and dry past 2 weeks..is it better to cut lawn before it rains or after?

If you cut it before the rain it will probably damage the grass by burning it in the heat. I'd wait until after the rain when the grass is not struggling so badly. You will need to mow after the rain anyway as it will have a growth spurt.
